Toulouse Olympique have confirmed the seventh newcomer to their 2026 squad, as the club prepare for their first season in Super League since 2022.
Having made the loan signings of Brendan Hands and AJ Wallace permanent deals, the club also brought in Luke Polselli from London Broncos and speedster Mathieu Pons from Oldham.
Henry O’Kane has joined from South Sydney Rabbitohs, whilst Tyler Dupree makes the switch from Wigan on a season-long loan.
Their latest recruit sees them bring in someone that can add both international experience and quality depth to their playmaking options.
Joining from Catalans Dragons, Frenchman Cesar Rouge makes the switch to the Olympians, as he looks to find more minutes on the field.
Signing on a one-year deal, he came through the Dragons pathways, and made his Super League debut in 2021, the same season that Catalans lifted the League Leaders Shield.
Making 56 top flight appearances in total, 15 of those came in 2025, where he scored two tries and kicked four goals.
He has represented France seven times, scoring three tries. One of those caps came in the 2022 World Cup, as they were defeated heavily by Samoa.
Commenting on his new recruit, Toulouse boss Sylvain Houles said: “An opportunity presented itself with César and we seized it very quickly.
“César will complete our squad at halfback and I am very excited to see what he will bring us in our TO colours.”
